UNRESOLVED PRE-ELECTION ISSUES COULD FORESHADOW POST-ELECTION PROBLEMS

THE LAW OF PROVINCIAL ELECTIONS HAS BEEN DELAYED AGAIN BECAUSE THE PARTY GROUPS IN THE PARLIAMENT COULD NOT COME TO A DECISION.

THE FOLLOWING IS AN INTERVIEW WITH THE CIVIL WILL GREEN PARTY CHAIRMAN D.ENKHBAT. HE EXPRESSED HIS PARTY’S POSITION TOWARDS THE LAW OF PROVINCIAL ELECTIONS.

-The Parliamentary Election Law has been postponed again. What do you think about this?

-Four years ago, the Parliamentary Election Law was adopted. Since then it has not been discussed. The Government didn’t make the proper arrangements for the election. Electronic ID cards haven’t been printed. In the end MPs are blaming each other. It is very difficult to carry out Parliamentary and provincial elections at the same time because proper steps have not been taken. But we have no choice, we have to follow the law and conduct the elections.

-What is the position of your party?

-The position of Civil Will Green Party is completely different. The first issue is finding out who will bear the responsibility for the electronic ID cards that haven’t been printed on time and the failed arrangement of provincial elections.

The issue of political parties not attending soum and district level elections should also be resolved. 

48 Members of Parliament have backed this plan. If this issue were resolved, the division of citizens into parties in soums and districts would disappear.

-The Democratic Party has suggested conducting provincial elections in two parts? What is your opinion on this? Do you support this idea?

-I think it is an unusual idea. According to the Constitution of Mongolia, the two majority parties have no right to modify the independency of local areas and voting freedom of citizens. Thus, carrying out provincial elections in two parts is just a political game. Our party does not support this idea.

-Mongolian People’s Party members support conducting Parliamentary and provincial elections separately. Opposite positions being taken by the Mongolian People’s Party and Democratic Party are keeping progress from being made.

-After the election, confusion related with electronic ID cards and other issues will rise. Who will take the responsibility for all those unsolved issues? Now we have to approve the draft project submitted by the 48 Members of Parliament as soon as possible.
